BIS Compliance Challenges: Don’t Let Your Shipment Get Stuck at Customs

One of the most pressing hurdles foreign manufacturers face is aligning with India’s mandatory BIS certification requirements. A single misstep—like using outdated documentation or assuming global certifications suffice—can result in shipment rejections, customs delays, or even a complete ban on your products.

From August 28, 2025, new Quality Control Orders (QCOs) by BIS will mandate certification for 250+ industrial products, spanning machinery, steel components, and electrical equipment. These measures are part of India’s drive to align its standards with global benchmarks and strengthen local safety and performance.

What’s Changing Under the New BIS Standard QCOs:

  • Mandatory Certification: BIS certification will be required for over 20 categories, including machine tools (used for stone, ceramics, etc.) and household electrical appliances (toasters, grillers) and their components.
  • Wide Applicability: Whether your product is made in India or imported, certification is a must. Importers and distributors must verify that their foreign manufacturing partners are BIS-compliant before products land in India.
  • Strict Enforcement: Products without valid BIS certification will not be allowed for sale or distribution post-August 2025. Delays in certification could directly lead to market access loss.

Highlights of BIS Regulations & Enforcement Timelines

Upcoming QCO Enforcement (until August 31, 2025):

  • Machinery & Components: BIS certification for machine tools, household electrical appliances, and components becomes mandatory.
  • Steel & Fasteners: Certification deadlines for stainless steel pipes, hinges, wrenches, and Phillips screws.
  • Chemicals & Materials: HDPE/PP woven sacks, polypropylene moulding material, acetic acid, methanol, and polyvinyl chloride must comply by mid-2025.
  • Flashlights, hinges, and poly-laminated cables are among the lesser-known categories now regulated.
    Example: IS 10951:2020 for Polypropylene (PP) Moulding and Extrusion Material is enforceable from 24 June 2025

Several enforcement dates have been extended due to industry feedback or localization challenges:

  • Low-Voltage Switchgear & Control Gear: Delayed to 10 November 2025
  • Aluminium Products: General enforcement from 1 October 2025, small and micro enterprise deadlines in 2026
  • Household Electrical Appliances: Extended to March–September 2026 based on company size
