What began as mandatory requirements effective in 2025 — particularly for machinery and electrical equipment — has seen key amendments, deadline extensions, and changes in enforcement timelines. Key Updates to BIS Regulations 

  1. Revised Timeline for BIS Scheme X (Machinery & Electrical Equipment)
  • The original mandate to make Scheme X certification compulsory by August 28, 2025 has been substantially revised. (MPR India Certification) 
  • Compliance has been extended to September 1, 2026, and current government notices have suspended any fixed deadline until further official notification — though the certification requirement itself remains in place. (MPR India Certification) 
  • This means companies should still prepare for certification, even though enforcement dates are not currently fixed. (MPR India Certification)

✔ The requirement to have BIS Scheme X certification hasn’t been removed — just the deadline. (MPR India Certification)

  1. Clarified Scope for Assemblies & Components

Enforcement under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 remains phased: 

  • Complete machines and listed electrical products fall under the extended compliance regime. 
  • Assemblies, subassemblies, and components will be brought under mandatory BIS norms via separate notifications in the official Gazette. (Indian Nexus) 

 

  1. Quality Control Orders (QCOs): New Norms & Sector Shifts

New and modified QCOs (2025 onward)

  • Several product standards have recently been notified under BIS mandatory certification, including items such as polycarbonate, fasteners, and other hardware — already in effect from early 2025.  
  • The BIS continues to expand compliance to cover electrical and electronic products, industrial materials, and consumer segments under QCOs.  

Delays and Postponements: 

  • Enforcement deadlines for certain sectors (e.g., handloom products and raw sugar) have been deferred to 2026, offering MSMEs additional time for transition. (mint) 

Withdrawals of QCOs: 

  • The Government has rescinded BIS QCOs for multiple chemicals and polymer products (effective November 12, 2025), meaning these items no longer require mandatory BIS certification — though actions taken prior to withdrawal remain valid. 

  1. Understanding BIS Certification Pathways

BIS certification systems remain structured under key schemes: 

Scheme I (ISI Mark Certification) 

  • Traditional compulsory certification for many industrial and consumer goods, also accessible to foreign manufacturers via the Foreign Manufacturers Certification Scheme (FMCS).  

Scheme II (Compulsory Registration Scheme) 

  • Applies mainly to electronic and IT products, involving selfdeclaration after lab testing (no factory audit).  

Scheme X (Machinery & HighRisk Equipment) 

  • Now the principal pathway for machinery and electrical equipment certification, subject to extensions and evolving notifications. (MPR India Certification)
